Shortage of Francophone teachers

The teacher shortage in Ontario has a direct impact on French-language school boards. There is a significant lack of qualified French-speaking teachers. Over the past 10 years, the number of graduated and certified teachers has continued to worsen, which has had a detrimental effect on French Catholic education. Without immediate change and long-term solutions, this shortage continues to weaken the vitality and growth of the French Catholic school board in Ontario.

The change from one year to two years educator program marks the beginning of the shortage. Other example includes the limited available of spots in French-language university educator programs, the lack of appreciation for the profession, and inadequate governmental response. Consequently, the shortage is continuing to worsen.

The AFOCSC is committed to being an influential partner in promoting qualified and committed French-speaking candidates to teach in the French Catholic school boards in Ontario.

Approach:

The AFOCSC has actively participated in consultations and working groups in Ontario addressing the teacher shortage in collaboration with the French teacher association of Ontario (AEFO) The Association Advice School Of Écoles Public De L’ontario (ACÉPO), and the Ontario Ministry of Education. Along with its partners, the AFOCSC is part of the task force on the shortage of teachers in the French-language education system in the province, which submitted a report with 37 recommendations to the Ministry of Education in February 2021.

Advocate for an easier transition of new French-speaking teaching graduates into our schools.

  • Promote a favorable work environment to encourage teachers to commit long-term.
  • Support the swift creation of additional slots in French teaching programs across Ontario.
  • Fund scholarship programs to encourage teacher candidates for French-language school systems.

Government Approach:

As elected school board trustees in Ontario, taxpayers, or parents in our school system, you can impact the future of French-language Catholic education by raising awareness among your local elected officials at the provincial, municipal, and federal levels. Among other actions, you can:

• The Minister of Ontario has made changes to Regulation 298 (Operation of Schools), which allowed eligible teaching candidates to be issued a transitional certificate while they complete their teacher training.
• The Government of Ontario and the Government of Canada have funded a total of 110 new places for French-language teacher training for the 2023-2024 school year.

Challenges:

• Ensuring that transitionally certified candidates have acquired fundamental teaching knowledge and skills.
• Extend the transitional certification program past its current deadline.
• Persuading the government to quickly increase the number of places in French teaching programs at university campuses.
